In 1984 he graduated with honors from the Medical Faculty of the First Moscow State Medical University named after I.M. Sechenov on a specialty "general medicine". From 1984 he studied and worked at the Institute of Cardiology of the Russian Cardiology Research and Production Complex, where he defended his Ph.D. degree and post-doctoral degree in medicine dissertations. Since 2008, he has headed the Radiology Center based on Federal Center of Medicine and Rehabilitation of the Ministry of Health and Social Development of the Russian Federation. In 1999 he was awarded the academic title of professor in the specialty "radiodiagnosis and radiotherapy." Since 2005, he has been the head of the radiodiagnosis course at the Faculty of Fundamental Medicine of Moscow State University, M.V. Lomonosov.

V.E. Sinitsyn is a member of executive and organizational committees of domestic and international societies, such as the Society of Radiological Diagnostics Specialists, the European Society of Radiologists (ESR), the European Society for Magnetic Resonance in Medicine and Biology (ESMRMB). He is Vice-President of the European Society for Cardiovascular Radiology (ESCR). In 2011 he was elected Second Vice-President of the European Congress of Radiologists. He is a member of the editorial board of 3 domestic and 2 international journals on radiodiagnosis.

He is the author and co-author of more than 400 works in the domestic and foreign press, 13 monographs (3 of them are in foreign languages), co-author of 2 textbooks on radiodiagnosis. Under the guidance of prof. V.E. Sinitsyn 24 Ph.D. and three doctoral dissertations were defended.
